The 2023 rights campaign begins [ODG].
As in previous years, authorized operators are required to pay fees to INAO. This fee relates to products claimed or produced with a view to marketing under an appellation d'origine, protected geographical indication or red label, during the previous year. The campaign begins on April 15.

Any producer who is a member of the organisme de défense et de gestion (ODG), recognized as an authorized operator, pays an annual fee.
Article L. 642-13 of the French Rural and Maritime Fishing Code (CRPM) specifies:
"For products benefiting from a protected geographical indication under Regulation (EU) 1151/2012, the fee is payable on quantities produced from the date of publication of the European Commission regulation registering the name in the register of protected designations of origin and protected geographical indications provided for by European regulations, or upon publication of the order provided for in Article L. 641-11 approving the specifications of the protected geographical indication if these specifications include provisions organizing the transitional protection of this name under the conditions provided for by European regulations ".
The same arrangement applies to protected designations of origin (PDOs) and spirituous geographical indications (GIs).
For products benefiting from a Label Rouge, the duty is payable from the date of publication in the Journal officiel de la République française UORF) of the approval of the specifications.
The duty is paid annually by authorized operators on the basis of the quantities claimed for protected designations of origin (PDOs) and protected geographical indications (PGIs) for wine and spirit GIs, or produced for marketing for other official signs of quality and origin (SIQOs), during the previous year.
These quantities, on which duties are levied, are established on the basis of declarations made by authorized operators under the conditions specified by the decrees setting the amount of duties.
For PDOs, PGIs and GIs, the quantities produced are understood to be net of quantities voluntarily withdrawn by operators.
For Red Labels, the quantities produced are understood to be net of quantities voluntarily withdrawn by operators and quantities on which a duty is levied under a PGI.
This duty is payable from the first production campaign of the new SIQO.
For each SIQO, an agreement describing the procedure and arrangements put in place based must obligatorily be drawn up with the INAO, within a maximum period of three months.
The agreement specifies the dates for submitting declarations of claim or marketing, the dates relating to the campaign, the receipt of volumes by the site and the payment of rights paid by operators authorized by the ODG.
ODGs are invited to contact their DT to set it up.
For wine and dairy PDOs, an advance payment call for the duty on wine and dairy PDOs is established at 50% (wine) and 75% (milk) of the total duty called in the previous year. The target date for drawing up the agreement is April 15, for payment on June 15. The balance is called from September.
For other SIQO, the total entitlement is called at the end of the year. The agreement may specify the call date.
