Control procedures and plan

Each ODG (organisme de défense et de gestion), which represents the collective of operators who have submitted the specification proposal, chooses its inspection body. The latter submits a draft control or inspection plan for INAO approval, which must be approved before operators can begin implementing the specifications.

The control plan

The control plan sets out the control procedures for each product under the SIQO (official sign of quality and origin), excluding organic products. In particular, it includes:

  • The procedures for authorizing operators (recognition of an operator's ability to meet the requirements of a specification)
  • The exhaustive list of points to be inspected
  • The inspection frequencies and methods, as well as the sanctions to which the operator is exposed in the event of non-compliance with the specification.

All these procedures are adapted to the type of product and its specific features.

The plan also includes:

  • autocontrols, carried out by the operator on his own activity and corresponding to a "classic" quality approach,
  • internal controls, carried out by the ODG, making it possible to accompany operators in their production approach, in an educational approach.

The case of Organic Agriculture

In Organic Agriculture, each operator chooses the CB that controls him. There is a single inspection plan common to all inspection bodies, which also includes a catalog of measures to be taken in the event of non-compliance with the provisions of the European regulation.

As production under SIQO is a voluntary process, inspection costs are borne by the inspected operators.
